  • Mr. Frank J. Huebner III

    Chairman and CEO

    Mr. Frank J. Huebner III Frank Huebner is an experienced and proven sales and marketing executive and seasoned facilitator. In his role as President of Fact Based Management Inc. (FBM), Frank has engineered multi-million dollar agreements with major US corporations including Boeing, General Motors, Entergy, PNM, Tampa Electric and Hess Oil. Previously, Frank spent three years as a top sales representative at Xerox Corp, becoming the youngest Senior Sales Representative of the 9200 Program. During his three years in the US Army, he served as an NCO with the 4th Infantry Division in Pleiku, Vietnam. Frank was awarded the Army Commendation Medal (ARCOM) for his service in the War. Frank co-founded Westec Environmental Solutions, LLC (WES) in 2009.

  • Mr. George Katzaros

    President

    Mr. George Katzaros George joined WES in 2009 as a business development specialist: analysing market data to establish realistic forecasts and construct robust financial models. Previously, George spent four years as Executive Director of European Equities at ABN AMRO, two years working with the Cazenove-Pan-European equities sales team, and held positions of CEO at Robert Fleming (Spain) and Managing Director of JP Morgan Flemings (London). In the early stages of his career, he specialised in Spanish equities, initially at Dillon Read Securities and Enskilda, then joining BZW in 1992 as head of equities in Madrid, eventually returning to Dillon Read Securities for three years as a Director. His work has been primarily focused on developing differentiated stock-picking methodology and investment decision capability, producing proprietary research models and investment cases. George received a BA in French from the University of Birmingham in 1986.

  • Mr. Jeff Reiss

    Vice President & Chief Operating Officer

    Mr. Jeff Reiss Jeff Reiss has served as CEO of Peletex, an environmental technology development company that forms the R&D arm of WES, since its inception in 1999. During that time, he served as administrator for two government-funded high-technology development projects, funded by the Pacific International Center for High Technology Research and the Office of Naval Research. In 2007, Peletex was recognized by The Wall Street Journal in the Dow Jones Technology Innovation Awards and the AFA Filter was listed by the History Channel as one of the top emerging technologies. Jeff was an original staff member of the Solar Energy Office at the California Energy Commission in the mid-70's, active in solar energy business, research, design, and sales and marketing, and has also worked in real estate finance and commercial leasing. He received a BA in Environmental Studies from the University of California in 1972, and an MA in Urban and Regional Planning from the University of Oregon in 1975.

  • Mr. Roy Pellegrin

    Chief Innovation Officer

    Mr. Roy Pellegrin Roy is the CTO and co-founder of Peletex Inc, inventing and developing the AFA Filter and AFCO2. He is responsible for research, experiments, simulations, technology development, innovation, patents, proposals, and the design and fabrication of prototypes. Roy was the Principle Investigator for two projects conducted collaboratively with Sandia National Laboratories, funded by the Pacific International Center for High Technology Research and the Office of Naval Research. Roy studied Geology at the University of Alaska.

  • Mr. Bill Hargrove

    Vice President, Director of Technology Development

    Mr. Bill Hargrove Bill joined Peletex, Inc., WES R&D arm, in 2006 after 19 years in the Technology Development Group at Intel Corp in Oregon. His final position at Intel was Yield Manager for the Logic Process development effort. In this role, Bill managed budgets, a large engineering staff, schedules and aggressive goals for technology development across a worldwide "virtual factory." Bill's experience at Intel awarded him expertise in bringing a concept to high volume manufacturing. He is a seasoned and disciplined engineering manager, skilled in project management, team development, organizational development, customer relations, experimental design and process control. Bill has a BA in Physics from Reed College and an MS in Physics from the University of Oregon.

  • Mr. Craig Dugan

    Sr. VP Engineering and Technology Commercialization

    Mr. Craig Dugan Craig has over 20 years experience in the oil and gas industries, joining Process Group as Graduate Chemical Engineer in 1987. Craig has overseen the development of the company to be a leader in the area of oil and gas production modules.

    Craig also leads the development of Process Group's carbon capture technologies and continues to work alongside leaders in greenhouse gas technologies to significantly reduce greenhouse gas emissions.
